No. What happens is you will become flagged as a target to the enemy militia, and as an ally to the friendly militia - generally what happens from there is you watch militia chat and try to join up with fleets being formed there to kill stuff. For the Minmatar, the main front is currently based out of Auga, Kourmonen, and Huola, so if I were you, when you join up you should get some ships ready near there to respond to fleet invites.

Its a possibility, but not completely necessary. If you don't have implants in your head, then all that's at risk is your clone - that's always at risk in PvP.

Depends what you fly. If you stick with a healthy diet of T1-fit Rifters, you would probably only need a few million a week if you died a lot.

I don't have the time to give you specific fits, so let me be general. A Rifter with autocannons, a microwarpdrive, warp disruptor, web, gyrostab, plate (think its 200mm), and EANM would probably do okay - you may need to tweak this based on your skillpoints, of course, but the basic thought is to be a cheap frigate that has a bit of an armor tank and does close range damage. Bring a small armor rep with you in the cargo bay to repair your armor if you survive a fight.
As for skills, the areas to concentrate on would be navigation (for speed and agility), mechanic (for better armor through Hull Upgrades), gunnery (both support skills and projectiles), spaceship command (for getting the ship bonuses) - secondary areas to work on would be Engineering and Electronics, so that your ship is capable of fitting higher-grade stuff to it, and having more cap at your disposal.

Its primarily going on in 0.1-0.4, also known as lowsec. You may occasionally run into WTs in highsec, that would be chased by the faction police but don't rely on them to protect you.
Anyone with the WT flag can be killed - however, realistically as you're in a T1 frigate, I'd focus on the targets your gang's FC calls as primary, or if solo, focus on other frigates that you might win against.
